For pre-approved retail agents and brokers with a solid book of Contractor/Construction accounts, RLI Transportation actively welcomes hard-to-place contractor and construction industry fleet insurance risks.
Contractor-Specific Criteria
- $10,000 minimum premium
- Fleets can include: private passenger, light/medium trucks, heavy trucks, extra-heavy trucks or tractor trailers.
- Accounts with low or incidental heavy truck and extra-heavy truck exposure are preferable but we will consider risks with these units.
- Any modifications or permanently attached equipment must be disclosed on the submission such as: cranes, dump beds, water pumps, claw arms, cement-mixers.
- Local/intermediate radius is preferred.
Additional Coverages Offered
- Hired and Non-Owned Liability
- Can be standalone or in addition to fleet coverage.
- Standalone Hired & Non-Owned is not available in: ME, MT, TX, MA, LA, HI, NY, NM and AK.
- Accounts with large non-owned exposure is preferred.
Appetite Limitations:
- Accounts with beyond incidental recycling/waste/sand/aggregate/dirt/gravel hauling are not a fit.
- Accounts consisting solely of Heavy/Extra heavy units including but not limited to: bucket trucks, cherry pickers, cranes, dump trucks, cement mixers, tractor trailers are not a fit for this program.
- Accounts that require federal filings are not a fit.
- Accounts with both Frequency AND severity issues are not a fit.
- Accounts with explosive or hazmat exposure are not a fit.
- Insureds with less than one year of operating experience are not a fit.
- Accounts with large seasonal exposure are not a fit.
- Large, independent contractor exposures are not a fit.
Submission Clearance Requirements
- ACORD 125 and ACORD 137
- Completed RLI Contractor Questionnaire
- Vehicle Schedule with garaging city/state, year/make/model, specific use, seating capacity, disclosure of any modifications or permanently attached equipment, and stated amount values (in Microsoft Excel format, if possible)
- 4 years of currently valued hard copy loss runs with details on all losses over $25k
- Drivers list with date of birth, date of hire, driver’s license number and state (in Microsoft Excel format, if possible)
Additional Requirements
- Two most recent year-end, audited financial statements, balance sheet and income statement*
- Current MVRs for all drivers
- Acceptable loss control inspection or digital risk review, completed and reviewed by our internal loss control team.

*If financial statements do not meet RLI minimum guidelines, we will not be able to offer a quote
We may be able to waive financial requirements if annualized premiums are under $250,000 with an average or above average loss control rating. Fleet mix must consist of no more than incidental extra-heavy vehicles.
Coverage Territory Limits
RLI offers coverage throughout the U.S. with the following exceptions:
- Policies cannot be domiciled in MA, LA, MT, HI, NM, NY, AK.
- Hired and non-owned only policies cannot be domiciled in the above listed states or in ME or TX
- RLI is not targeting Contractor insurance risks in South Florida, South Texas, Los Angeles County in California, San Francisco County in California or Cook County in Illinois
